Since the marriage the Philippine Consulate General in am Main, 01.08.2012 sole be responsible for passport services at the Philippine Embassy in Berlin. Personal visit is coercive required. Change of name by marriage in Germany
Before the passport can be issued in the name of the Spouse in the Philippines the marriage ceremony of the wedlock must be registered. The report of marriage (Report of Marriage) can be recorded in advance by our Honorary Consulates in München, Stuttgart, Essen and Dresden. For the case that you cannot be personally appear before them, please contact directly the Honorary Consul in connection. Contact details can be found at the following link:

The report of marriage can also take place in time with their passport application in Berlin. The form "registration of marriage" can be downlosded here.
If your change of name is registered in the new passport their marriage is not concluded in the Federal Republic of Germany, then please call as early as possible by calling the number 030/86495013, or Philippine Embassy in Berlin.
For the passport no need of schedule. The consular section of Embassy is open from Monday - Friday between 9am - 13pm. The processing for passport application is in the rule of 20 minutes. The cost is
